What Is the EB-5 Visa Program?
The United States Congress created an employment-based preference immigrant visa category in 1990 within the Immigration and Nationality Act. This provision allows up to 10,000 immigrant visas to be issued to individuals who qualify based on their investment in a new commercial enterprise that offers benefits to the economy.
The Regional Center Pilot Program was developed that same year to encourage immigration under the EB 5 program. An investor can seek a visa through the Regional Center with a qualifying donation of at least $1,050,000 with exceptions for some rural areas. In 2011, Houston EB5 was founded by Roberto Contreras Sr. who years earlier obtain his citizenship through an investment with a stone fabrication company. This company was similar to one of our most recent offerings, Moderno Porcelain Works. Contreras’ first company was Technimar Industries, which would become Cambria. He continued to found new companies as he sought the American dream.
Mr. Contreras would continue to develop a reputation for his business ventures. In 2002, he received the Ernst & Young Entrepreneur of the Year Award.
Today, Houston EB5 is headquartered in Houston, Texas, and helps international investors gain their Green Card and permanent US residency by making an investment. The company specializes in mixed-use projects, suburban developments, and residential high- and mid-rise projects.

To start the process, you fill out the investor questionnaire and sign the offering and subscription documents. An immigration attorney will file an I-526 petition. Once it has been approved, you will receive a conditional green card for two years and move to the US. Before the expiration of the green card, the attorney submits a petition to have the conditions removed. After this, it can become permanent. After five years, you can apply for permanent citizenship.
